Praise bot for Telegram #1354

Implement an instance of the praise bot, similar to what exists in the TEC discord. This bot will help users dish praise and record praise to be quantified.

✨ What does success look like? (i.e., the criteria to meet to call this issue done)

  1. bot has similar function and syntax to discord praise bot
  2. users understand and can effectively dish praise on telegram
  3. praise is recorded after dished and can be quantified in the praise dashboard
