Add axis binding for TACAN volume #562

Is your feature request related to a problem? Please describe. Unlike many other volume dials, TACAN volume does not currently have axis control

posing the same question as #561 - for inputs like these, what kind of axis do you usually assume for a given potentiometer? a -1 to 1, or a 0 to 1?

have this one working, by the way, with my -1 to 1 slider. adjusting would be easy. i hate that DCS itself doesn't include some checkbox transforms for what your input is like.

I prefer slider by default, if the controller axis isn't a slider then you can just check the button in axis tune to turn it into one.

whan you say slider, you mean A) -1 to 1, or B) 0 to 1?

Whatever the current setup is for the console/instrument/flood lights would be good
