placeholder code for a sound is in the lua, need to produce an asset and a proper unique SDEF

• document the usage of the system, maybe need a new page 1-3
• move TACAN to this new page as well, use the room for better basic radio documentation and user assistance.
• push all other pages 1-3 to 1-5 up a digit

updated the placeholder sound to be a distinct, low, test tone. once i get a good asset going, i will sub that in and we can refine the gain on it with some testing.
