Add support for WeAct Studio BluePill Plus GD32F303CC #59

Straight copy of GD32F303CC_GENERIC, but the LED and KEY definitions changed to match the WeAct board.

A separate patch to 'platform-gd32' will be submitted to update the variant in weact_bluepillplus_gd32f303cc.json
