Add WinUI 3 Branch #3

We should have a branch of this repo which shows how to do this same technique with WinUI 3 and C#/WinRT.

It theoretically should be easier to accomplish hopefully? But not sure as haven't tried any of that yet. If it's significantly different I'm not sure if we want it as it's own sample repo. For now though, branching it seems like a good start to experiment.

I wanted to see that done, so I'm bumping this. Do you still have any interest in adding the winui 3 branch?

@szaaamerik it's not something we have on our radar at the moment, at least in terms of directly updating this sample.

If you'd like to try it out and let us know, I can create a copy of a branch, and I can assign this to you for a future PR.
