We generally request folks to file an issue before submitting a PR for a couple of reasons:

1) So we have an issue tracking each PR for better coordination with release note generators, etc... 2) Having a place where we can discuss a feature/fix and garner interest or discuss any concerns ahead of coding

@Kyaa-dost this something you can look at quick and just cross-link to our other wiki pages? Thanks!
