Dependent on #5 Need tool capable of accepting a tcl script, a model accepting configuration parameters extractable from a tcl script and producing a footprint or runtime estimation, and produces the footprint and runtime estimation.

Deliverable:

A python tool that performs the above.
An initial estimator from #5

Done when:

Tool is complete
Documentation is provided.
Tool accurately (within the bounds of #5) estimates runtime and parflow footprint.
