Sonlib import error on Mesos #212

This came up as I was testing the latest Toil: https://github.com/DataBiosphere/toil/issues/3032#issuecomment-611545917 but it seems less related the Toil version, and more to do with how sonLib is getting special treatment in setup.py. But I'm pretty sure I did get a mesos run to go through on Python3 so maybe it's Toil after all. Will try with 3.24.

Everything seems okay in 3.24. Will open a Toil issue.
