Goals

Limit Submissions to only be allowed between the start date and time, and the end date and time

Special Considerations

Added a couple tech debt issues as well, such as better forms and better refreshing on submission.

Acceptance Criteria

Create Low Fidelity Prototype
12 Hour Clock EST
UI Implementation

Testing

Change times and dates and on assignments and see submissions are no longer allowed
