What

BREAKING CHANGES: this notifier will be removed.
Update pre-commit plugins

Why

Seems like ibm_cloud_security_advisor is now deprecated. It is having issues compatibility issues with Python 3.12.

How

Remove ibm_cloud_security_advisor as a dependency.
Update the unit tests.
Update the pre-commit configuration

Test

Test passing locally.
