WIP: add pyproject.toml for the ssg package #12604

Description:

add pyproject.toml to the repo
use dynamic-versioning plugin to automatically update the package version

Rationale:

this enables easier consuming of the ssg library by external contributors. They could use something like
```
pip install git+https://github.com/ComplianceasCode/content@v0.1.75
```

What needs to be done:

[ ] decide on authors / maintainers to be put into the pyproject.toml
[ ] solve problem with dynamic versioning when used in the master branch (the latest tag present in the master branch is v0.1.63)
