Description of problem: Ocap unable open 'scap-oval.xml' on Windows.

SCAP Security Guide Version: OpenSCAP command line tool 1.3.0

Operating System Version:Windows 10

Steps to Reproduce:

1.oscap oval eval --id oval:org.open-scap.cpe.windows:def:10 --results oval-results.xml scap-oval.xml

Actual Results: OpenSCAP Error: Unable to open file: 'scap-oval.xml' c:\projects\openscap\src\source\oscap_source.c:287]
