Scope out IBC portions #5

A lot of our work goes into IBC, different consensus backend etc. We definitely want to describe what we are doing to enable IBC on different chains, without actually rehashing IBC itself.

Probably good to do something akin to:

Introduce IBC, what is it and how does it work with tendermint.
Explain how that can be generalized to Polkadot + NEAR + Eth2.

These are some of the top-level components of our infrastructure:

Light Clients
Transaction & State Root
Consensus/Ancestry/Finality Proofs
Pallet IBC
Grandpa
BEEFY
Hyperspace relayer
ic8 wasm client
Fisherman

We can include everything briefly and go into detail on some of the significant modules. But to be honest, they all are very important, so it's hard to exclude some of them.
