Fantomas 5 + .NET 6 formatting #143

This updates Fantomas to v5 (had to change global.json to use .NET 6 for this) and also applies formatting to the project.

@mattgallagher92 @theprash @teknikal-wizard @Tom-Sloboda I'd encourage us to take a look at this PR - maybe for dev practices - and see whether we'd be willing to adopt this formatting style going forward.
