Adde Hyperscale to SQL Elastic Pool #1132

This SKU seems to be missing. It's technically still in preview, but has been for over a year already and has UI support already in the portal, so I'd consider it a safe addition.

What seems to be needed is:

Adding the Hyperscale PoolSku type
Adding builder support for highAvailabilityReplicaCount

This seems pretty easy and I'm working on a pull request.

I'm realizing it's not quite this simple unfortunately. Elastic pools don't have vcore support yet, so I probably also want to add in support for DbPurchaseModel. I'll see what I can do next week.
