move data load functions to utils #30

Changes

Just a refactor, moving code around.
I find myself wanting to use the same data loading functions a bunch of times, so I added them to the main utils.py file.
I updated benchmark_k and the notebooks to use the data loading functions

Testing

Ran benchmark_k and the notebooks to make sure the functions work and they are returning the correct data.

Doc Changes

add a small comment to the README.

A little hard to review notebook changes, but since it ran and was consistent, then looks good to me.

I also noticed that the latest size was corrected, so I assume most of the new cells are just updates or fixes.

Oh yes, I did also swap z_size from 15 to 16 to be consistent with the others.
