Topic add hip support

• refactor CMake
  • add HIP
  • use cmake target to link CUDA nvml
• Add macro MEMTEST_API_PREFIX() to switch between CUDA and HIP
• Add documentation how to build for HIP.
• Remove CUDA 2.2 issue from the known issue section.
• Add HIP issues to the known issue section.

All output is still saying CUDA even if HIP is enabled. This can be changed in a separate PR.

The first commit is only renaming the file to allow checking the changes in the last two commits.
