Update Google Custom Search Engine to use the Alliance workspace #31

Currently, we use

# Activate GoogleSiteSearch
wfLoadExtension( 'GoogleSiteSearch' );
$wgGoogleSiteSearchCSEID = <REDACTED>;
$wgGoogleSiteSearchOnly = true;

in our LocalSettings.php. We need to update to use the Alliance workspace for the Google Site Search

It is possible we don't have to change anything. We need to confirm whether this product is tied to the Google workspace or not. It seems it might not, since we can put people from any workspace as owner of the engine. Engines can be found here: https://cse.google.com/cse/all
