This pull request updates all packages that need to be updated to get Jupyterhub version 4.x working.

May I ask: what's the current state of this PR? And is support for version 5.x already planned or is anyone working on it?

Sorry about the delay. I am merging this in a separate branch to merge some commit and split the update to JupyterHub 4 from the update to JupyterLab 4. Otherwise, everything is looking good.
