control if profiling is restricted only to admin users or not #396

This has been tested on passthrough GPU with MIG enabled. Setting the module option needs to be done before drivers are installed, otherwise modules are already loaded and the option won't take effect unless the node is rebooted or until all nvidia services are stopped and all nvidia kernel modules are reloaded

Profiling is allowed by setting

profile::gpu::install::allow_profiling_for_all: true

in the hieradata.
