Disable ofi (libfabric) use for openmpi 4.1 on IB

libfabric isn't optimal on those and can give strange warnings on some clusters such as Narval like: nc30545.narval.calcul.quebec:rank3.a.out: unknown link width 0x10 even when it's not actually used but only loaded.
