Update SitePackage_licenses.lua #79

Updating CPMD and DL_POLY: The previous LMOD messages refer users to register on the corresponding websites {CPMD, DL_POLY}. This is no longer possible as the programs are now open source. To use the same modules from restricted, now users can contact us and ask to be added to the corresponding POSIX groups {without registration}. The staff wiki and the user facing documentation were updated accordingly.

If they are now open source, are the new versions in the restricted repository and require posix group ?

If not, the warning should be put only for old versions ?

The new version of DL_POLY is under the public repo and do not require POSIX group. Only the previous version is under the restricted. After a discussion with @bartoldeman, we only added the latest version. As for CPMD, it was not re-compiled yet.
