Make StdEnv/2023 the default #80

Shouldn't we remove most of the modulerc_<cluster> files instead ?

I'm still discussing with my team whether we should maybe keep Siku at StdEnv/2020 until a bit outage that's coming up in late May/early June.

So far we'll likely just go along with the change, but I'll get back to you tomorrow morning.

@mboisson done that, there is in fact no more reason for any StdEnv/2023 lines in modulerc_cluster any more (tested that with manually setting MODULERCFILE as well).

One question: the hide-version lines in modulerc_narval for nixpkgs, 2016.4 and 2018.3 could apply anywhere right, since we have deprecated those environments? Was that something we should have done then? (module spider gcc/5.4.0 still works on Graham, for instance). Can we move those lines to the main modulerc?

@ostueker sure let me know. The last commit is just a simplification, if you want to keep 2020, we need to re-add a file for siku.

Yes, we can hide the old versions too, I think.

ok, done, the only thing remaining for Narval is the default cuda/11.4 for StdEnv/2020 then.
