Update dependency and avoid NU1701 #2

Updated System.Drawing.Common and MSTest.*. Removed PriorityQueue from ItemGroup and imported it locally to avoid NU1701.

ConcurrentPriorityQueue is no longer maintained (6 years ago) and the target framework is not .Net Standard. Importing files locally is not best but easy fix.
