CMS - Add hyperlink widget to content editor #10

We need to be able to add links to our articles. Use the editorjs-hyperlink plugin. Disable and hide the target and rel options.

The plugin recommended in the issue will not work well with our other libraries. However, a link already exists in the current libraries. It just needs configured.
