Remove "One Project per Freshman" from the projects page as it is no longer in practice.

We still have the OPPF kits, if you would like to use one, ask R&D

right but it's not an official project anymore - the process as it is currently described on the public site is no longer in practice

I don't think I agree. It's certainly not as prevalent as it was in the past, but if it's still an option I think it should stay here.
