The department is one of the Essential components of a ticket which houses a much larger umbrella of Services:

UID for Department(Primary Key, a derivation of the Organization it's a part of)
Organization(Foreign Key)
DepName
Description
Head(User foreign key)
Prefix(Required, maxlen=4)
