There needs to be messaging to jobseeker for the following:

[ ] Deletion notification/warning (incomplete profiles flag, pool3 inactive 1 year)
[ ] Messaging if TP does not validate if they have taken their program. (tell them to follow-up in case of clerical error) @not-damien

Next steps/toast based on Pool category:

Pools rank between 1 and 3. 1 being the most job-ready and 3 being not job ready.

Pool1 - recommended candidates visible to employers
Pool2 - visible to employers
Pool3 not visible to employers
Pool1
[ ] Job Ready display message on dashboard
Pool2
[ ] Visible to employers. Increase your visibility by joining Career Prep program
Pool3
[ ] Concise messaging indicating to the jobseeker that they are not currently visible to jobseekers. Recommend Career Prep program and training options based on saved job postings/skills.
