Change tags and releases to match the SemVer specification #3

Currently, sigmapack uses some weird version name system, which is incredibly unoptimal.

I recommend using the SemVer specification, turning sigmapack1.19v0.5 into 0.5.0+mc1.19, and titling the release sigmapack v0.5 for mc 1.19 or sigmapack v0.5 - mc1.19 for example.
