Emails should be sent to depositors after ingest, and CC'd to the generic CMSS 
email address for receiving automated notifications.

Notifications of invalid or incomplete metadata should also be sent.

On publication of RIF-CS, notifications should be sent providing a link to 
where the record should appear in RDA.
