tDAR draft project terms

Here are first drafts of revised lists to replace the existing tDAR options 
when creating a project or adding dataset.

INVESTIGATION TYPE
(If these could be tiered under 'CRM/Heritage' and 'Academic', that would be 
great; if not, just list all terms. If hierarchy is an option, we might need to 
add others in the future, eg Museum catalogue upgrade.)

These lists are easy to add to, but more complex to trim from. The relevant db 
tables (investigation_type, material_keyword and culture_keyword) are all 
directly referenced and mapped to projects by resource tables (predictably 
resource_investigation_type, resource_material_keyword, etc), and it's likely 
the application will not function properly (at least for those projects, 
possibly more) if those links are broken.
