Build a deposit tool which can package data and metadata, mint a persistent 
identifier, and submit the package to Fedora via SWORD, as well as customising 
Fedora to require authentication and implement the required access control 
policies.

Should develop a sample Submission Information Package for a VAMAS dataset, 
with VAMAS, VAMAS-XML, RIF-CS, and whatever other data files we can generate. 
METS if needed. Something which when zipped up can be deposited by SWORD.

A Windows batch file was written and deployed at the lab. We need to get a copy 
and commit it to the repository.
