[BUG] Auto-scroll #22

Whenever people type in chat, the chat doesn't autoscroll to show the most recent. They have to open the chat and use their PAGE UP/DOWN keys to see when anything new comes in.

Running newest version with cc-rpchat. No errors server-side or client-side. Occurring with players using chat as well as when a script triggers a message to show up for players.
