Purpose

Add raw command support for GetWinningBakersEpoch and GetFirstBlockEpoch.

Changes

Parsing for EpochSpecifier common to both queries, which allows specifying the epoch by block hash, or by genesis index and epoch number.
Raw support for GetWinningBakersEpoch.
Raw support for GetFirstBlockEpoch.
