Update Haskell to LTS 22.9 #294

Purpose

Update to GHC 9.6.4, LTS 22.9

Changes

Library changes:
- Replace deprecated Text.PrettyPrint.ANSI.Leijen with Prettyprinter.
- Monad interface changes.
Support protocol P7.
Update http2-client and http2-grpc-haskell dependencies.
Fix alpine version for linux build.
Bump version number to 6.3.0
