Document the libraries.

Add README files to the project root and all workspaces.
Sample dApp: Add Docker (Compose) build and deployment files. Note that the libraries must be published before these can be usable.

Merging as I think it's good enough for now. All comments have been addressed. Feel free to suggest further improvements in followup PRs.
