Allow exporting encrypted ballot from voting dapp #157

As a user, I would like to be able to export the encrypted ballot created by the voting dapp, to be able to submit the ballot using other tools (e.g. concordium-client).

When delegation is no longer part of the voting protocol, this will be needed by concordium client users to be able to vote.
