64 improve configurebaker commission display #65

Purpose

Improve the display texts for the configure baker transaction.

Changes

If stake is set to 0 the UI will now display Stop baking instead of showing a 0 stake.
If any commission rate is set, then the UI will prefix the commission rates with a Commission rates page.
