Purpose

Added shared module for individual extension projects to use. Individual modules in the extension will be using this functionality to rid the extension of duplicate code (message handling, logging, runtime configuration handling)

Its being split into several PRs in order to make it easier to review. It will be used to get rid of duplicate code in the individual web-pack projects in the extension.
