Update the template and CSS as needed to use Concordium colors for notes, warnings, etc.

Do this after release of the new web site. Get brand book.

Redo layout of landing page and documentation pages, particularly long and messy side nav.

Also, it has been brought to my attention that allowing cookies on one page doesn't allow them for all. You have to click Allow multiple times.
