Unshielding reminder should pop up every time app starts #59

To reproduce:

  1. Have 2 accounts with shielded balance.
  2. Decrypt 1 of the shielded balances but don't unshield.
  3. Restart the app.

Expected result:

Unshielding remainder should pop up again.

Actual result:

Pop up doesn't show up every time app is started
