Purpose

Increase WalletConnect tight pairing timeout, so it is less likely to fail when the Internet connection is poor.

Changes

Update WalletConnect core to 1.13.0
Update WalletConnect sign client 2.11.0
Fix event observers for the new version of androidx lifecycle brought by WalletConnect
Update version to 1.1.0-qa.1
