add configs to themes #295

Themes can not have custom configuration. It would be great if a theme can provide some basic configs that could be overridden in child themes or sites

Since Media configurations has moved to an extra file themes can Not have custom Media configurations anymore.

media configs are loaded from themes as well, so we move this to another version
