the outside edits were to DFN, not CPI. CPI is good as i know it.

issue w/ SREC and MECKELC, is that as a multi-state, there needs to be the geoid column on the block group table that gets turned to tiles. the default for the 2010 data is to only have the geoid10 column. when we started this effort, we were using the 2018/17 version of the geometry, which had only the geoid column. since we moved to the 2010 geometry, we need to add the geoid column and populate it with values from the geoid10 column.

this one was a pain to find.
