update RDOF Maps

the coop consortium map is made up of the below coops in OH.

• Firelands (FEC) - this has 0 RDOF Availability
• Hancock Wood (HWE)
• North Central (NCE)
• Lorain Medina (LMRE) - this has 0 RDOF Availability

so i made two updates here

• i made a map for Hancock Wood
• i made a coop consortium map that has them all, but only NCE and HWE in it.

am not going to close this issue until i solve the issues with SWREA / SCAEC.

• should we add Polk County (FIPS 113) into both of your maps, or just one or the other? this is really like a diagonal (SWREA is due south of this county footprint, SCAEC is due east).
• should we add Columbia County (FIPS 027) into both of your maps, or just one or the other? this is really like a diagonal (SWREA is due west of this county footprint, SCAEC is due North).
• Hempstead County (FIPS 057) has space in between both, and it seems to me that it really could go either way, and this would be a good opportunity to add these to both maps.
