conexon rate center map

The idea here is to move the current Rate Center Map from using ArcGIS Web App to conexonmaps.

The current web app has three layers...

1. Co-op boundaries
2. Exchange boundaries
3. Rate center boundaries

The current web app also allows the user to perform spatial analysis (more information is needed to understand why the user needs this function).

The following is needed to begin...

• [x] consult with @LuisaConexon and Amanda to understand and research the problem more thoroughly
• [x] answer this question - should the user be able to perform spatial analysis like the current web app? If so, then more research is needed to see how this can be done.
• [x] gather the data that is being used in the current web app
• [ ] create a basic demo and present to current users (Terie, Kate, Amanda, and Luisa)

@feomike after my first conversation with @LuisaConexon and Amanda, I think there are a couple of things that should be done here...

1. We take away the ability for the user to perform an intersection on exchanges and rate centers. This can be done in a python script. The end product should be a spreadsheet per co-op.
2. If Terie and Kate like to have a visual, then I propose we have a simple map with the three layers, that can be toggled on and off.

After meeting with Terie and Kate on Wednesday, I will have a better idea of the end product.
