closeWebApp should use ssap://webapp/closeWebApp always #261

closeWebApp in WebOSTVService should use ssap://webapp/closeWebApp (current fallback behavior for if the webAppSession is not connected) in all cases. This will correct some confusing behavior with current implementation.
