Do work for this in issue-069.

Using the Group structure:

[x] Create a page in which a user can create a new Group.
[x] Create a button on the Group Search page that allows a user access to the create a group if they can't find what they're looking for.
[x] Create a page in which the user can edit a group (same as create group form but with fields filled out)
[x] Create a button on the group information page that allows a user to edit the group.
