This PR adds the GPL Affero license v3.0 for the software components of this repo and adds additional terms for the data model (CC ShareAlike).
Initially, the idea was to exclude the model from the GPL by mentioning them explicitly in the license document. However, my understanding is that the license document must not be changed https://github.com/Connectome-Consortium/rescs_shacl_shapes/blob/6a9dcfe9167a769276a7c774134b4af17f4f19dc/LICENSE#L5-L6
I solved this by adding a section "Additional Terms" to the README
I also added a license document to all script files in scripts.
