iOS not able to receive VOIP push notifications from Android #5

Hi, currently VOIP push notification can only work between iOS devices. Is there any possible way for Android devices to send VOIP push notifications to iOS devices ? If cannot, what is the other alternative way for Android to call iOS device when the app is in killed or terminated state ? Thanks
